Public Safety's Role in, and the Need for, Better Quality Broadband
The event participants will discuss how, in addition to the need for more wireless spectrum for public safety, other broadband needs of public safety – including next-generation Public Safety Answering Points – are already apparent. The panel will consider perspectives on broadband improvements for public safety, considering the subject from the perspective of emergency responders among firefighters, police, medical technicians and homeland security officials.
Telecommunications advocates, policy-makers, journalists, top officials and the general public, all seeking to trade insights on these important issues, are invited to attend this event of the Broadband Breakfast Club, which includes full American and Continental breakfasts, for as little as $45.00, plus a modest registration fee.

The breakfast begins at 8 a.m., followed by a discussion, beginning shortly after 8:30 a.m. and ending by 10 a.m.
Panelists:
Steven K. Berry, President & CEO, Rural Cellular Association
Mr. Berry is a seasoned lawyer who worked for Congress, the Executive Branch and as a partner at Holland & Knight law firm. Berry has held positions as the Senior Vice President of Government Relations for three associations, the National Cable & Telecommunications Association (NCTA), the CTIA-The Wireless Association, and the Direct Marketing Association (DMA). Prior to joining RCA, Berry served as Director Governmental Affairs (Global) at Merrill Lynch & Co. Inc., New York and Washington, DC.
Charles Dowd, Deputy Chief, Communications Division, New York City Police Department
Deputy Chief Charles F. Dowd is a 31 year veteran of the New York City Police Department. As Commanding Officer of the Department’s Communications Division with more than 1,500 members, he is responsible for the world’s busiest 9-1-1 telephone system receiving over 12 million calls per year and the N.Y.P.D. police radio operation dispatching 4.5 million radio runs annually. He was the Police Department’s lead representative on several major projects in the City of New York including a new Digital Recording system for 9-1-1. He was also the Department’s lead on Mayor Bloomberg’s 3-1-1 Government Services telephone system, and instrumental in integrating the 3-1-1 system with the City’s 9-1-1 system. Currently, he is involved in Mayor Bloomberg’s new initiative to merge Police, Fire, and Emergency Medical communications, as well as 9-1-1 services into one consolidated Public Safety Answering Center, a 1.5 billion dollar project. Chief Dowd was in command at the New York City PSAP (911 center) on September 11, 2001, coordinating the NYPD’s communications response. He has a baccalaureate degree from John Jay College of Criminal Justice.
Lawrence Krevor, Vice President, Legal & Government Affairs, Spectrum Group, Sprint Nextel Corporation
Lawrence R. Krevor is Vice President, Legal and Government Affairs, for Sprint Nextel, with primary responsibility for matters pertaining to the company’s radio spectrum resources, as such, he leads Sprint’s advocacy on spectrum matters before the FCC, NTIA and Congress. Prior to joining Nextel in 1992, he was associated with the International law firm of Jones Day representing a variety of communications clients. Mr. Krevor has played a leading role for Sprint Nextel in numerous precedent setting regulatory proceedings, including the 800 MHz Reconfiguration proceeding and the Sprint-Clearwire 4G Transaction.
Harlin R. McEwen, Chairman, Communications and Technology Committee, International Association of Chiefs of Police
Harlin McEwen is the former Chief of Police for the City of Ithaca, NY and also served as a Deputy Assistant Director of the Federal Bureau of Investigation with his office located at FBI Headquarters in Washington, DC. He serves as the Chairman of the Communications and Technology Committee of the International Association of Chiefs of Police, a position he has held for 32 years. Chief McEwen is also the elected Chairman of the Public Safety Spectrum Trust (PSST), a non-profit Corporation consisting of representatives of fifteen national public safety organizations. In November 2007, the Federal Communications Commission issued the PSST a 10 year nationwide 700 MHz Public Safety Broadband license.
Moderator:
The event will be moderated by Paul Kirby, Senior Editor at TR Daily. He has covered wireless regulatory, legislative and legal issues at the publication since 2000. Previously, he worked for six years at the Reuters news service. Before that, he covered Congress and the executive branch for newspapers in Florida and Louisiana at a Washington-based regional wire service, and he covered business and local government at newspapers in Florida and Virginia. He is an alumnus of the University of Maryland at College Park
